All natural and legal persons, public and private, foreign and national aircraft operators operating in national air space and any other entity involved in the acceptance and handling of dangerous goods, whether or not for transport to, from or throughout the territory of the Bolivarian Republic of Venezuela, must carry on board any aircraft transporting passengers, cargo and mail an original up-to-date copy of the ICAO Emergency Response Guidance for Aircraft Incidents Involving Dangerous Goods (Doc 9481), which must be accessible to the crew. The same document must be kept on hand where flight dispatch and operational control activities are carried out. Crew members, flight dispatchers and operations personnel must be able to interpret and take the appropriate actions indicated in said document.
